Regular cashback rate on hotels is usually 2% IIRC.
Just my observation but normally with Expedia, when they raise cashback on hotels, it’s only for a day.
Also FYI— if comparing prices against hotel sites directly, Rakuten also has 15% cashback on IHG (holiday inn). TopCashBack has 12% cashback on Hilton
