Those are the offiical terms and conditions – but they had siiliar text on their credit card which was ignored.

Did anyone who had an account in the past, actually reopen one to see if they get the promotional rate again? I’m sure the rep on the phone will just say no to get you off the phone and not add extra risk to them, but has anyone actually tried?
